“Congress Only Sold Dreams, We Delivered Them,” Says Haryana CM Nayab Singh Saini While Distributing Housing Letters to Beneficiaries

Chandigarh, August 4 — Launching a sharp attack on the Congress party, Haryana Chief Minister Nayab Singh Saini declared that while the opposition ruled the nation and state for over 55 years, it failed to improve the lives of the poor, merely selling them dreams and hollow promises. In contrast, he said, the “double-engine” government under Prime Minister Narendra Modi has translated welfare commitments into ground realities that have uplifted millions across Haryana and India.

Speaking at a state-level event in Panchkula for the allocation of allotment letters under the Mukhyamantri Gramin Awas Yojana 2.0 and interim ownership certificates under the Mukhyamantri Shahri Awas Yojana, Saini outlined how past regimes never moved beyond announcements, while the present government has delivered results.

The Chief Minister emphasized that under Congress rule, poor families were promised plots but never received official documentation or possession. In contrast, the current administration has provided rightful ownership and possession of 100 square yard plots to beneficiaries, fulfilling a long-standing dream of the underserved.

He highlighted how rural women once stood in long queues for four days just to obtain a gas cylinder, and had to bear the hardships of cooking with firewood smoke, which no previous regime addressed. Prime Minister Modi’s Ujjwala Yojana, he said, has fundamentally transformed these women’s lives. So far, 18 lakh families in Haryana have benefitted from the state-provided subsidized LPG cylinder at just ₹500.

Touching on past neglect, Saini recalled how women once walked kilometers to fetch drinking water—an issue ignored for decades. The Modi government’s ‘Har Ghar Jal’ initiative, however, has brought clean water through taps to households, especially in villages, easing a major social challenge.

He sharply criticized opposition leaders for misleading the public by claiming that the Constitution was under threat under the Modi-led administration. “If anyone is in danger, it is the Congress party itself, not the Constitution,” said Saini, claiming the BJP has only strengthened constitutional values while Congress has resorted to fear-mongering.

He recalled how poor citizens earlier faced humiliation when attempting to open bank accounts, as they needed two signatures from account holders who often refused. “This systemic insult was allowed to persist under Congress,” he noted, while hailing Modi’s Jan Dhan Yojana for restoring dignity to the underprivileged. Taking aim at Rahul Gandhi, he challenged him to examine the crores saved and deposited by poor people in these accounts over the past 11 years.

Addressing women’s dignity, Saini said that under previous regimes, countless mothers and sisters had to wait for dusk to defecate due to a lack of toilets. “This was a social tragedy,” he said, crediting Modi for launching a revolutionary shift by building toilets in every home — a campaign that wasn’t just infrastructural, but also about safeguarding women’s self-respect.

On the health front, the Chief Minister noted that economic hardship had once kept people from accessing treatment. But today, thanks to Ayushman Bharat and Haryana’s Chirayu scheme, over 22 lakh people have availed free healthcare services worth ₹5 lakh annually, with the state having already spent over ₹2,500 crore on treatment support. “In 2004, Congress gave just ₹10,000 for home repairs; today, BJP’s government grants ₹80,000,” he added.

Saini also rubbished claims by opposition leaders alleging the government was raising ₹5,000 crore through increased collector rates. He clarified that over 80% of the state’s areas have seen only a marginal 10% hike, as per the due annual process based on highest registry benchmarks.

Calling out the opposition’s tactics, he said, “The people of Haryana are no longer easily misled. They are aware, awake, and they can differentiate between truth and fiction.” The double-engine government, he asserted, is committed to the welfare of the poor, women, and farmers — and that commitment will continue with full resolve.
