The Chief Minister stated that while the opposition’s stance on the bill remains uncertain, the government is clear in its intent to tighten the noose around travel agents who operate unlawfully. The bill was previously introduced in the Assembly but has been reintroduced after amendments in light of three new laws, ensuring stricter provisions to protect youth from exploitation. He highlighted that many young individuals were forced to sell their land to finance their journey abroad, only to be sent under unsafe conditions. With this bill becoming law, such illegal practices will be effectively curbed.

The Chief Minister informed the Assembly that the bill also includes provisions related to human trafficking. If any individual is found involved in human trafficking, they will face a prison sentence ranging from seven to ten years.

He also mentioned that the state government has established a Department of Foreign Cooperation, which will facilitate the safe movement of youth abroad for business, employment, or education. The bill mandates the registration of all travel agents, ensuring they operate under legal regulations while enabling the government to maintain accurate records.

The Chief Minister further highlighted that under the leadership of Prime Minister Narendra Modi, the central government successfully brought back 23,000 Indian students stranded in Ukraine during their MBBS studies, ensuring their safe return to India.
