Punjab Becomes First State to Close RTO Offices, CM Bhagwant Mann Launches Citizen-Friendly Digital Reform

In a landmark move towards transparent and citizen-centric governance, Punjab Chief Minister Bhagwant Singh Mann announced that the state has become the first in India to completely shut down RTO (Regional Transport Office) branches, shifting all vehicle and driving license services to an online system. The decision is part of a series of revenue and governance reforms aimed at empowering citizens and eliminating corruption.

The Chief Minister said that these reforms have immensely benefited the people by bringing convenience and transparency to government services. He assured that no employees will lose their jobs due to the RTO closure, as their services will be utilized in other departments based on their eligibility.

Taking a dig at previous administrations, Mann said, “Earlier, offices were inaugurated to trouble people, but today we are locking offices to make their lives easier.” He further highlighted that the Punjab government has already closed 19 toll plazas, preventing the unnecessary financial burden on commuters.

Bhagwant Singh Mann stated that during the financial year 2024–25, the Transport Department processed 29.23 lakh applications, including 19.63 lakh for vehicle registration and 9.60 lakh for driving licenses. To manage this large volume efficiently, the government has implemented a new citizen-friendly model, ensuring all services are accessible digitally in a hassle-free manner.

To assist citizens in the transition, help desks have been set up at RTO offices for the first 15 days. These will guide people about required documents and online procedures under the new system. Mann emphasized that the initiative will allow RTO offices to focus on core functions and overall departmental efficiency.

Reiterating his government’s commitment to digital governance and service transparency, CM Mann said that more such people-oriented and technology-driven reforms will be introduced soon to further enhance citizen convenience.

On the occasion, Cabinet Minister Laljit Singh Bhullar and senior AAP leader Manish Sisodia were also present.
