In a significant push to Punjab’s industrial expansion, Japanese giant Toppan Speciality Films Private Limited (TSF) has signed a Memorandum of Agreement (MoA) with the Punjab Government to invest Rs 400 crore in the state. The agreement was finalized on Wednesday during Chief Minister Bhagwant Singh Mann’s ongoing tour of Japan, marking one of the most substantial foreign investment commitments secured during the visit.
Chief Minister Mann said the partnership goes far beyond financial investment, as TSF and Invest Punjab have also agreed to establish a Skilling Excellence Centre in the state. This centre will focus on training skilled and semi-skilled youth to meet the rapidly evolving demands of modern industries. He emphasized that the initiative will play a transformative role in strengthening Punjab’s industrial talent pool and improving employability.
According to the Chief Minister, the collaboration will prioritise training programs aligned with current and future industry needs, particularly in high-end technical domains where trained manpower is limited. The training modules will be designed to meet global standards, ensuring that Punjab’s youth are industry-ready for both domestic and international job markets.
The MoA also outlines opportunities for apprenticeships and potential employment in TSF’s units and other major industries across Punjab and India. Mann added that the partnership includes academic collaboration with polytechnic and technical institutes for jointly developing and delivering industry-oriented training.
As part of the agreement, TSF will extend financial assistance, technical expertise, training resources, and support in designing industry-specific curriculum. The company also committed to facilitating apprenticeships and evaluating successful trainees for suitable job placements.
The Chief Minister noted that TSF has formally confirmed its plan to expand its existing manufacturing facility in Punjab, with an investment of Rs 400 crore earmarked for capacity enhancement, advanced technological integration, and creation of new employment avenues. Mann said the investment underscores TSF’s long-term confidence in Punjab’s growth potential and business environment.
Sharing their experience of operating in Punjab, TSF officials highlighted the seamless industry-government coordination, access to a high-quality workforce, stable power infrastructure, and an overall investor-friendly climate. They expressed optimism that the proposed expansion would further deepen their association with Punjab and reaffirmed the need for continued government support in securing regulatory approvals and operational clearances.
Chief Minister Bhagwant Mann assured TSF of full cooperation from the Punjab Government, calling the agreement a “milestone in the state’s journey towards becoming a leading industrial hub.”
