Chandigarh, March 27 – Haryana Chief Minister Nayab Singh Saini, in his role as Finance Minister, presented his first budget, dedicating it to the auspicious number 11, significant in Indian culture. During his budget speech, he outlined 11 major commitments for the financial year 2025-26 and expressed gratitude to the people of Haryana for electing him as the 11th Chief Minister of the state.

Addressing journalists at the Haryana Assembly, CM Nayab Singh Saini stated that under the leadership of Prime Minister Narendra Modi and the relentless efforts of former Chief Minister Manohar Lal, Haryana has witnessed unprecedented development over the past 11 years. Through this budget, the government has aimed to accelerate this growth threefold.

He criticized the opposition for merely going through the motions without any substantial issues to raise. He highlighted that the last decade under PM Narendra Modi’s leadership has been marked by transformative changes, freeing the people of Haryana from fear, corruption, and scams. This transformation has been validated by the electorate, who have entrusted the BJP-led government with a third consecutive term.

CM Saini emphasized that this budget incorporates 11 key initiatives that will serve as milestones in Haryana’s progress. These include the establishment of a ‘Department of Future,’ a ₹2,000 crore ‘Fund of Funds’ for startups, the formation of the ‘Sankalp’ authority to combat drug abuse, the creation of a task force for ‘Mission Haryana 2047,’ a new bill to curb counterfeit seeds and pesticides, the introduction of women’s community centers in villages, the establishment of a cow sanctuary in every district, regularization of unauthorized industrial colonies, the construction of a state-run model college in each district, the formation of a special fund for differently-abled individuals, and free bus travel for the differently-abled. Additionally, the ‘Lado Lakshmi Yojana’ has been allocated ₹5,000 crore for the welfare of girls.

He pointed out a remarkable coincidence – that March 27 marked the 11th day of the Haryana Assembly’s budget session. He also provided insights into Haryana’s budget growth over the past decade. In 2014-15, the total budget was ₹73,301 crore, which has now increased to ₹2,05,017 crore in 2025-26, marking a 180% rise. Similarly, per capita income in 2014-15 stood at ₹1,47,382, which has now escalated to ₹3,53,182 in 2024-25.

Furthermore, state expenditure has risen from ₹59,451 crore in 2014-15 to ₹1,55,832 crore in 2024-25. The state’s debt in 2004-05 was ₹17,347 crore, which increased to ₹96,875 crore by 2014-15. However, between 2014-15 and 2024-25, the debt has only tripled in comparison to previous years.

CM Saini emphasized that past governments instilled hopelessness among the people, fostering distrust in governance. The youth felt disillusioned, and marginalized communities, including women, scheduled castes, and backward classes, experienced insecurity. He assured that this budget is a reflection of the priorities and aspirations of every section of Haryana’s population, focusing on inclusive growth with special attention to farmers, the underprivileged, women, and youth.

Highlighting PM Modi’s vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,’ the Chief Minister affirmed that the government is working with triple the pace to make Haryana a developed state. This budget, presented without introducing any new taxes or fees, exemplifies the spirit of a robust and progressive Haryana.

Addressing concerns over the government’s decision to make Eid-ul-Fitr a restricted holiday on March 31, CM Saini reiterated in the Assembly that this should not be turned into a controversy. He clarified that as the last day of the financial year, several financial transactions need to be completed by various departments. However, individuals are free to avail an optional holiday without any restrictions.

Extending his greetings to the people of Haryana on Eid-ul-Fitr, the Chief Minister emphasized the importance of celebrating festivals together with harmony and unity. The event was also attended by the Director General of Information, Public Relations, Language, and Culture Department, K. Makarand Pandurang, along with Media Secretary Praveen Atre.
