The Punjab government has entrusted senior IAS officer Anurag Verma with two important portfolios, appointing him Additional Chief Secretary of the Agriculture and Farmers’ Welfare Department while also giving him the additional charge of the Transport Department.
The changes are part of a reshuffle involving three senior IAS officers and took effect from September 17. Verma, a 1993-batch Punjab cadre officer, has moved from the post of Additional Chief Secretary-cum-Financial Commissioner, Revenue, Rehabilitation and Disaster Management. He replaces Arshdeep Singh Thind in Agriculture and Farmers’ Welfare and will additionally oversee Transport.
The Agriculture and Farmers’ Welfare Department is among Punjab’s most significant administrative portfolios, given the sector’s central role in the state’s rural economy and the livelihoods of a large section of its population. Verma’s new assignment comes at a time when Punjab’s agriculture sector is dealing with issues ranging from crop diversification and water conservation to farm incomes, procurement and the changing requirements of the agricultural economy.
His responsibilities will include overseeing the department’s administrative functioning and policy implementation, as well as coordination with agencies and institutions dealing with farmers and agricultural development.
Transport also added to Verma’s responsibilities
Alongside agriculture, Verma has been given the additional charge of the Transport Department. The assignment places another major public-facing department under his supervision, covering its administrative and policy-related matters.
The Transport Department has a wide-ranging role involving public transport, regulatory administration and issues concerning the movement of people and goods across the state. The additional charge therefore expands Verma’s responsibilities at a time when the state administration is managing several important economic and public-service priorities.
Wider bureaucratic reshuffle
The government’s latest orders also bring changes to the Revenue, Rehabilitation and Disaster Management Department. IAS officer Jaspreet Talwar has been appointed Additional Chief Secretary-cum-Financial Commissioner of the department, replacing Verma. She will continue to hold additional responsibilities for Mines and Geology and Justice.
Arshdeep Singh Thind, who was serving as Administrative Secretary in Agriculture and Farmers’ Welfare with additional charge of Horticulture, has been moved to Rural Development and Panchayats. He will also hold additional charge of Planning while retaining responsibility for Horticulture.
The reshuffle gives Verma a fresh administrative role in two departments with direct implications for Punjab’s economy and everyday public services.
His appointment to Agriculture assumes particular significance because the state continues to face pressure to reduce dependence on water-intensive crops, strengthen farm incomes and encourage diversification while maintaining procurement and market support for farmers.
The government’s decision also comes amid continuing discussions around Punjab’s agricultural challenges, including groundwater depletion, crop diversification and the need to make farming economically sustainable. Recent developments have also kept farmers’ demands and agricultural policy at the centre of the state’s political and administrative agenda.
Verma’s new responsibilities will therefore put him at the intersection of some of Punjab’s most important policy areas — agriculture and rural economy on one side, and transport and public administration on the other. The effectiveness of the new arrangement will depend on how these departments translate policy decisions into implementation at the field level.
