AAP Fires First Poll Shot in Punjab: Bhagwant Mann to Contest from Dhuri as Party Unveils 40-Name Candidate List for 2027

Kejriwal and Mann accelerate election preparations months ahead of the Assembly polls; early announcement aims to give candidates time to build constituency-level support and puts pressure on Congress, BJP and SAD

Saptrishi Soni: The political contest for the 2027 Punjab Assembly elections has begun gathering momentum, with the ruling Aam Aadmi Party (AAP) taking an early lead by announcing its first list of candidates. The party has declared 40 names in its first list, according to reports published on October 31, marking a significant step in its preparations for the next Assembly election.

The most prominent announcement is that Chief Minister Bhagwant Mann will once again contest from the Dhuri Assembly constituency in Sangrur district. The decision signals that the party intends to retain its existing political centre of gravity while giving its candidates considerable time to prepare for the electoral battle.

The announcement follows high-level deliberations in New Delhi involving AAP national convener Arvind Kejriwal, Chief Minister Bhagwant Mann and Punjab affairs in-charge Manish Sisodia. Punjab party president Aman Arora and Finance Minister Harpal Singh Cheema also participated in the discussions through video-conferencing. The shortlisted names were considered through the party’s Political Affairs Committee before the announcement.

AAP chooses an early start

By releasing its first list well ahead of the formal election schedule, AAP is seeking to give its candidates an organisational advantage. Instead of waiting until the final weeks before polling, the party wants its nominees to begin constituency-level outreach, meet local residents, assess public concerns and strengthen their networks.

Punjab has 117 Assembly constituencies, and the next election is expected in early 2027. The current Assembly’s five-year term ends on March 16, 2027, although the Election Commission has yet to announce the polling schedule.

The early announcement also sends a political message to rival parties: AAP is moving into election mode while the opposition is still working through its organisational and candidate-selection challenges.

Mann’s Dhuri choice carries political significance

Bhagwant Mann’s decision to contest again from Dhuri is an important part of the announcement. He won the constituency in the 2022 Assembly election by a substantial margin, establishing it as his political base after becoming the Chief Minister.

Dhuri is located in the Malwa region, which has traditionally played a decisive role in Punjab’s electoral outcomes. By retaining this constituency, Mann is signalling continuity and confidence in the political support he secured there in the previous election.

His candidature also gives the party’s campaign a recognisable central figure. As Chief Minister, Mann is expected to lead the government’s effort to seek another mandate, while the party will use his public profile to connect its governance record with its electoral pitch.

Voter feedback to determine ticket distribution

One of the significant aspects of AAP’s candidate-selection exercise is the emphasis on public feedback and winnability. Mann has indicated that the party will assess how voters perceive the performance of sitting MLAs before deciding whether they deserve another opportunity.

This suggests that the party is not necessarily committed to renominating every sitting legislator. Internal surveys and assessments of constituency-level support are expected to influence further announcements.

The approach could give AAP an opportunity to replace candidates facing anti-incumbency or dissatisfaction. At the same time, it may create uncertainty among sitting MLAs and local leaders who are waiting to learn whether they will retain their tickets.

The party has also been considering the claims of constituency in-charges and leaders who have joined AAP from other political organisations. Their inclusion could help strengthen the party’s local networks, but it may also create competition between existing legislators and newly inducted leaders.

A campaign built around the government’s performance

AAP intends to seek another mandate by highlighting the work carried out during its five-year tenure. Mann has indicated that the party will focus on its record in electricity, education, healthcare, irrigation, roads and infrastructure.

The party is expected to present its governance initiatives and welfare measures as the central themes of its campaign. It will also seek to remind voters of the commitments made before the 2022 election and argue that its performance deserves another opportunity.

Mann has described the proposed campaign as one centred on positive politics and development. The party is likely to contrast its claims with the performance of previous governments led by the Congress and the Shiromani Akali Dal.

However, the effectiveness of this strategy will depend on how voters assess the delivery of promises, the condition of public services, employment opportunities, farmers’ concerns, law and order and the continuing challenge of drug abuse.

Pressure mounts on Congress and other opposition parties

AAP’s early candidate announcement puts pressure on the Congress, BJP and Shiromani Akali Dal to accelerate their own preparations.

For Congress, the challenge is particularly significant. The party remains a major political force in Punjab but has been struggling with internal differences and competing leadership ambitions. AAP’s early move gives Congress less room for prolonged organisational uncertainty if it wants to mount a coordinated challenge.

The BJP, meanwhile, will seek to expand its independent political base in the state, while the Shiromani Akali Dal will attempt to rebuild its traditional support. Any electoral understanding between political parties could further influence the contest.

With multiple parties competing for voter support, candidate selection, constituency-level organisation and the ability to maintain a consistent campaign message will be crucial.

A calculated move, but the real test lies ahead

AAP’s first list is an important political signal, but announcing candidates early does not automatically guarantee electoral success. Candidates will have to demonstrate public acceptance, build local support and defend the government’s record against criticism from rival parties.

The early announcement may also expose the party to internal dissatisfaction if leaders who expected tickets are left out of subsequent lists. Managing such reactions without allowing them to develop into rebellion or organisational disruption will be another test for the leadership.

For now, AAP has taken the initiative by moving its election preparations into a more visible phase. With Bhagwant Mann set to contest from Dhuri and the first batch of candidates announced, the party has begun converting its electoral strategy into a constituency-level campaign.

The 2027 Punjab Assembly election is still months away, but the political countdown has effectively begun. AAP has fired the first major electoral shot. Whether this early start translates into a second consecutive mandate will depend on the candidates it fields, the public response to its governance record and the strength of the opposition’s challenge.
