Haryana Budget to Focus on Jobs and Industry-Friendly Growth: Chief Minister Nayab Singh Saini

Haryana Chief Minister Nayab Singh Saini on Wednesday said that the state government is committed to making the upcoming budget more employment-oriented and industry-friendly, with a clear focus on strengthening the industrial and manufacturing sectors that play a key role in the state’s economy. He said the government’s aim is to ensure that Haryana makes a leading contribution to the vision of a developed India by 2047 through sustained economic growth and job creation.

The Chief Minister was interacting with representatives of the industry and manufacturing sector during a pre-budget consultation meeting held in Gurugram. He said such consultations are an important platform to directly engage with stakeholders and gather practical suggestions that help create a more favourable environment for industries across the state.

Nayab Singh Saini said that the government wants the budget to reflect the real needs of entrepreneurs, investors and workers. He recalled that similar pre-budget consultations were held last year as well, which resulted in several meaningful suggestions. As many as 71 suggestions received from industry representatives were incorporated into the previous budget, helping to strengthen policy implementation. He added that for the year 2025–26, a provision of around Rs 1,951.43 crore was made for the Industry and Labour Department, out of which Rs 873.51 crore has already been utilised.

Encouraging wider participation, the Chief Minister said that stakeholders can also submit their suggestions for the budget through an AI chatbot, ensuring that innovative and constructive ideas are not missed. He said the government welcomes all practical and implementable suggestions that can contribute to industrial growth and employment generation.

The Chief Minister underlined that the Haryana government is consistently working to ensure that budget announcements translate into action on the ground. He said that in the previous budget, the allocation for the Industry and Labour Department was increased by 129.37 percent to make the department more effective and responsive. As part of efforts to improve worker welfare, land has been earmarked for the construction of dormitories and single-room accommodations for workers in major industrial areas. These include five acres in IMT Bawal, 2.76 acres in IMT Faridabad and 5.47 acres in IMT Sohna.

He further informed that for the expansion of IMT Kharkhoda, around 5,800 acres of land has been identified at a rate of Rs 3 crore per acre. This land will soon be officially brought under the Industrial Policy 2022, which is expected to give a major boost to industrial development in the region.

Reiterating the government’s commitment, the Chief Minister said that the suggestions received during the pre-budget meeting would be carefully examined and incorporated wherever feasible. He assured industry representatives that the budget provisions would have a special focus on industrial growth and that only concrete and actionable ideas would shape the final budget.

Sharing future development plans, Nayab Singh Saini said that a satellite city is proposed to be developed over 10,000 acres in Kharkhoda in Sonipat district. In addition, a wholesale market is planned in Rai, for which traders have already started approaching the government. He also mentioned that the state’s manifesto includes a commitment to establish an electric vehicle park, further strengthening Haryana’s position in emerging sectors.

The Chief Minister said that a detailed project report for the Regional Rapid Transit System, estimated at a cost of Rs 70,000 crore, has been prepared and tenders will be floated soon. The RRTS will connect Sarai Kale Khan to Karnal and Sarai Kale Khan to Alwar, providing faster and more efficient connectivity for residents. He also announced plans to build a convention centre in Manesar.

In another development aimed at strengthening labour infrastructure, the Chief Minister said that a labour court will be set up in the mini secretariat complex at Bawal at a cost of Rs 26 lakh, for which the budget has already been allocated to the Public Works Department.

The pre-budget consultation reflected the government’s effort to align fiscal planning with ground realities, with the Chief Minister stressing that industrial growth, job creation and timely implementation of projects will remain central to Haryana’s economic strategy.
