Haryana Chief Minister Nayab Singh Saini on Tuesday said that the state is being positioned to become a major growth engine in India’s journey towards becoming a developed nation by 2047. He said the government is working in a planned and structured manner to ensure that Haryana’s contribution to national development is meaningful, inclusive and sustainable.
The Chief Minister was speaking at a pre-budget workshop organised in Gurugram University Auditorium in the context of the Haryana Vision 2047 roadmap. He said the Vision 2047 document has been prepared after wide consultations, detailed research and active participation of experts from different sectors, so that long-term development goals can be clearly aligned with the needs of future generations.
Referring to the upcoming budget for the financial year 2026–27, Nayab Singh Saini said that the budget will be passed using an innovative approach while keeping focus on six key pillars identified under Haryana Vision 2047. He said that these pillars will guide policy decisions, budget allocations and implementation strategies in the coming years.
During the workshop, the Chief Minister also interacted with stakeholders from industry, health, information technology and education sectors as part of the pre-budget consultation process. Representatives from industry and manufacturing organisations shared their suggestions, which were discussed in detail to ensure that the budget addresses ground-level challenges and growth opportunities. The meeting was attended by Industries and Commerce, Environment, Forest and Wildlife Minister Rao Narbir Singh, Pataudi MLA Bimla Chaudhary, Gurugram MLA Mukesh Sharma and senior government officials.
Highlighting the progress made over the past 11 years, the Chief Minister said that a visible developmental transformation has taken place in Haryana. He said the government is moving steadily towards balanced and all-round development, backed by positive reforms and institutional strengthening. He also referred to the creation of the Department of Future, which he said will help the state respond effectively to emerging global changes and long-term challenges. Such workshops, he added, reflect the government’s focus on knowledge-based planning and forward-looking governance.
The Chief Minister said that departments must align their schemes and programmes with a clear vision and focus more on outcomes rather than activities. Improving the quality of life of citizens remains the government’s top priority. He said that keeping this objective in mind, the Haryana Vision 2047 document has been structured around six strategic themes that will shape the state’s development roadmap over the next two decades.
He explained that these six themes include finance and security; education, skill development and employability; health and nutrition; agriculture, food security and environmental protection; infrastructure development; and regional development with strong local self-governance. He said the budget for 2026–27 will be fully aligned with these themes to ensure consistency between long-term vision and annual financial planning.
The pre-budget workshop also featured theme-based presentations by senior officials, offering a detailed assessment of sector-wise priorities. Additional Chief Secretary Sudhir Rajpal made a presentation on health and nutrition, while Additional Chief Secretary Vineet Garg shared insights on education, skill development and employability. Additional Chief Secretary A.K. Singh spoke on regional development and local governance, and Principal Secretary Pankaj Agrawal presented on agriculture, allied sectors, food security and the environment. Finance Commissioner and Secretary Mohammed Shine gave a detailed presentation on finance and security, while Industries and Commerce Commissioner and Secretary Dr Amit Kumar Agrawal discussed industrial and infrastructure development. A joint presentation on development and panchayati raj was delivered by Commissioner and Secretary Dr Saket Kumar.
The workshop was attended by NITI Aayog member Ramesh Chand, Chief Principal Secretary to the Chief Minister Rajesh Khullar, Additional Chief Secretary Home Dr Sumita Misra, Principal Secretary to the Chief Minister Arun Kumar Gupta, OSD to the Chief Minister Dr Raj Nehru, Chief Advisor to GMDA D.S. Dhesi, Gurugram University Vice-Chancellor Professor Dr Sanjay Kaushik, Deputy Commissioner Ajay Kumar and several other senior officers.
The discussions reflected the state government’s effort to link long-term vision with practical budgeting, with the Chief Minister reiterating that Haryana will play a leading role in India’s growth story as the country moves towards 2047.
