Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has outlined a broad vision for inclusive development in the hill state, emphasizing youth employment, rural outreach and sustainable economic opportunities as key priorities of his government. Speaking to the media during a public interaction, the Chief Minister said the state administration is working to ensure that government welfare schemes and development initiatives reach even the most remote villages, particularly targeting the last-mile beneficiaries who often remain outside the mainstream of economic progress.
Sukhu said that the current policy framework of the state government aims not only to expand government employment opportunities but also to create viable avenues for self-employment among young people. According to him, strengthening entrepreneurship and encouraging innovation among youth is essential for building a resilient economy in a geographically challenging state like Himachal Pradesh, where traditional job creation avenues are limited.
The Chief Minister highlighted that during the Assembly elections, the Congress party had promised to launch a dedicated startup initiative for young entrepreneurs in the state. He stated that the government has fulfilled that commitment by introducing the Rajiv Gandhi Swarozgar Startup Scheme, a programme designed to encourage youth-led enterprises and promote sustainable employment opportunities. The scheme has been launched with a financial outlay of approximately ₹680 crore, making it one of the most significant youth-oriented initiatives introduced by the state government in recent years.
Under the first phase of this programme, the government has launched an electric taxi scheme aimed at creating green mobility jobs while reducing the carbon footprint of the state’s transport sector. The scheme provides substantial financial assistance to eligible youth who wish to purchase electric taxis, with the state government offering subsidies covering up to 50 percent of the vehicle cost. Officials say the programme has been structured to ensure stable income generation for participants, enabling young entrepreneurs to build sustainable livelihoods while supporting the state’s transition toward environmentally friendly transport.
The Chief Minister also emphasised that the government is exploring additional models to create long-term income opportunities through renewable energy. As part of this strategy, the state plans to support individuals and communities interested in establishing solar power projects. Under the proposed framework, the government will provide financial assistance for setting up solar installations and commit to purchasing electricity generated from these projects for a period of up to 25 years. This approach, Sukhu said, will allow local entrepreneurs and farmers to earn predictable and stable income while contributing to Himachal Pradesh’s clean energy goals.
Agriculture remains another key pillar of the government’s development agenda. Sukhu indicated that the state government is preparing a new initiative focused on natural farming, a sustainable agricultural practice that has been gaining traction in the region. According to the Chief Minister, the upcoming state budget is expected to include a scheme that will provide farmers with assured income linked to natural farming practices. He said officials have already been directed to prepare the detailed framework of the programme, which aims to strengthen farmers’ financial security while promoting environmentally responsible agriculture.
Observers note that Himachal Pradesh has increasingly positioned itself as a model state for natural farming initiatives, with several pilot projects already underway in different districts. The proposed income-linked programme is expected to build on these efforts by offering financial incentives and structured support to farmers who adopt chemical-free cultivation methods.
Alongside economic initiatives, the state government is also focusing on expanding healthcare infrastructure in the region. Sukhu announced that a major cancer treatment institution is being planned in the state, which is expected to become the largest such facility in Himachal Pradesh once completed. The institution will be established at the medical college in Hamirpur, which is also set to house a new nursing college. According to the Chief Minister, these projects will significantly strengthen the state’s healthcare capacity and reduce the need for patients to travel outside Himachal Pradesh for specialised medical treatment.
Healthcare accessibility has been a longstanding concern in mountainous states where difficult terrain and long travel distances often limit timely medical care. The proposed cancer institute and nursing college are expected to improve both treatment facilities and medical education infrastructure, creating a stronger healthcare ecosystem in the region.
During the interaction, Sukhu also reflected on his political journey and the support he has received from people in the Nadaun region, which he has represented for several years. He expressed gratitude to the electorate of Nadaun, saying their continued trust and encouragement played a crucial role in his rise to the leadership of the state. According to him, the opportunity to serve as Chief Minister is a collective achievement for the people of the region who have supported him consistently in his political career.
Political observers say the Chief Minister’s remarks underline a governance strategy that blends welfare programmes with long-term economic planning. By focusing on green mobility, renewable energy, natural farming and rural entrepreneurship, the government appears to be positioning Himachal Pradesh as a state that balances ecological sustainability with employment generation.
