Political parties in Haryana have welcomed the Supreme Court’s observations on the Satluj-Yamuna Link (SYL) canal, calling it a victory for the state. The Supreme Court has observed that the SYL canal is a national project and that Punjab is bound to share its waters with Haryana.
The SYL canal is a 214-kilometer canal that was designed to transfer water from the Sutlej River in Punjab to the Yamuna River in Haryana. The construction of the canal began in 1982, but it was stalled in 1990 due to opposition from Punjab.

The SYL canal dispute is a long-standing and contentious issue between the Indian states of Punjab and Haryana. It revolves around the sharing of river waters from the Sutlej and Beas rivers, which primarily flow through Punjab, with Haryana. Here’s some background information:
- Origins of the Dispute: The dispute dates back to the reorganization of states in India in 1966 when Haryana was carved out of Punjab. Punjab claims that it does not have enough water to share with Haryana, while Haryana insists on its rightful share of water as per various agreements and the law.
- Various Agreements: There have been several agreements and decisions by tribunals and authorities attempting to resolve this issue. The most notable one is the 1981 agreement between the chief ministers of Punjab and Haryana, known as the “Punjab Accord,” which sought to distribute the river waters equitably. However, Punjab later sought to backtrack from the accord.
- Supreme Court Involvement: The issue has reached the Supreme Court of India multiple times over the years. The Supreme Court has issued various judgments and directives to resolve the dispute.
The Supreme Court has ordered the Punjab government to cooperate with the Central government in completing the construction of the SYL canal. The court has also asked the Central government to conduct a survey of the land meant for the canal in Punjab to know how much work has been done.
The Chief Minister of Haryana, Manohar Lal Khattar, has welcomed the Supreme Court’s observations and urged the Punjab government to abide by the court’s directive. Khattar said that the SYL canal is Haryana’s lifeline and that it will help irrigate millions of acres of land in the state.
The opposition parties in Haryana have also welcomed the Supreme Court’s observations. The Congress leader, Bhupinder Singh Hooda, said that the Supreme Court’s verdict is a victory for the people of Haryana. Hooda said that the SYL canal is a national project and that it should be completed as soon as possible.
The Indian National Lok Dal leader, Om Prakash Chautala, said that the Supreme Court’s verdict is a historic one. Chautala said that the SYL canal will help solve the water shortage problem in Haryana.
The Supreme Court’s observations on the SYL canal are a significant development for Haryana. The completion of the SYL canal will help to improve the state’s water supply and boost its agricultural production.
