Chandigarh Sets Up Compensation Committee for Stray Animal Incidents Following High Court Directive
Chandigarh, 2nd July 2024: Following the Punjab & Haryana High Court’s directive dated 18.08.2023 in CWP No. 22904 of 2016, the UT Chandigarh Administrator has formed the “Chandigarh Stray Animals Incidents/Accidents Compensation Committee.” This committee will assess and determine compensation for claims arising from incidents or accidents caused by stray animals, including cows, bulls, oxen, donkeys, dogs, nilgai, buffaloes, and other wild or deserted animals.
Procedure for Claim Submission:
1. In Case of Death:
– Death certificate
– FIR/DDR indicating death due to an accident caused by stray animal/dog bite
2. In Case of Permanent Disability:
– FIR/DDR indicating an accident caused by stray animal/dog bite
– Permanent disability certificate (70% or above) from a Medical Authority
– Hospital discharge summary
3. In Case of Injury:
– FIR/DDR indicating the incident/accident
– Medical report/treatment documents detailing the injury and expenses incurred
The committee may request additional documents to verify the claim’s authenticity.
Compensation Details:
– In Case of Death:** Rs. 5 lakhs to legal heirs of the deceased
– In Case of Permanent Disability:** Rs. 2 lakhs for permanent incapacitation
– In Case of Injury:** Assessed by the committee, with a maximum as per policy. For dog bites, compensation includes:
– Rs. 10,000 per tooth mark
– Rs. 20,000 per 10.2 cm² wound where flesh is pulled off
Process and Timeline:
Claims must be filed within three months from the incident. The committee will verify the facts and seek recommendations from relevant departments. Compensation will be directly deposited into the victim’s or legal heir’s bank account. Awards will be issued within four months of receiving all required documents.
