Haryana CM Advocates Joint Operations Against Drugs, Emphasizes Grassroots Governance and Law Enforcement Synergy

January 17: Haryana Chief Minister Naib Singh Saini chaired a high-level joint meeting with the state’s Deputy Commissioners (DCs) and Superintendents of Police (SPs) at the Madhuban Police Complex in Karnal. The meeting focused on law and order, tackling drug abuse, women’s safety, child labor, and illegal mining. Haryana Assembly Speaker Harvinder Kalyan was also present, underlining the importance of collaborative efforts to address critical issues affecting public safety and welfare.
The Chief Minister began the session by reciting the preamble of the Constitution as part of the “Hamara Samvidhan – Hamara Swabhiman” campaign, emphasizing the constitutional duty of officers to serve the public with integrity and efficiency. Highlighting the key roles of DCs and SPs as the government’s frontline representatives, he urged them to work in unison to ensure effective implementation of welfare policies and address public grievances promptly. Officers were directed to enhance administrative efficiency and ensure that the benefits of government initiatives reach citizens seamlessly.
The Chief Minister stressed the need for full implementation of three new criminal laws by March 31, underscoring the importance of video conferencing facilities in all courts, along with e-summons and e-challan systems. This initiative aims to streamline judicial processes, providing witnesses the convenience of recording statements remotely and ensuring speedy justice. He reiterated the government’s commitment to ensuring that the innocent are not wrongfully penalized, while the guilty face strict consequences.
The safety of women and girls remains a top priority for the state government. The Chief Minister instructed district-level committees to monitor crimes against women rigorously and ensure swift action against offenders. He called for joint operations by DCs and SPs to eradicate the drug menace, which continues to pose significant challenges in the region. Officers were tasked with identifying drug networks, dismantling supply chains, and intensifying awareness campaigns about the harmful effects of substance abuse. Special anti-drug marathons are being organized under the government’s drug-free Haryana initiative, with instructions to involve maximum youth participation. Regular inspections of rehabilitation centers in all districts were also mandated.
The Chief Minister urged officers to conduct frequent village stays to engage directly with citizens, addressing their grievances and understanding their needs. This grassroots approach, he emphasized, is vital for building trust between the administration and the public. He assured that the government will not tolerate any negligence in safeguarding the interests of underprivileged families.
Illegal mining also came under scrutiny, with directives issued to curtail unauthorized activities swiftly. The mining department was instructed to take immediate action against violations. Similarly, tackling child labor was identified as a priority, with orders to strengthen district-level vigilance committees and make the task force against child labor more effective.
Addressing child welfare, the Chief Minister mandated that every police station have a child welfare officer trained to deal with cases involving minors, particularly those related to sexual offenses and exploitation. He also emphasized strict measures to curb child marriages and directed officials to increase monitoring under the Manual Scavengers Act to ensure the rehabilitation of affected individuals.
A special cleanliness drive is underway in the state until January 31, with instructions for DCs and SPs to oversee the sanitation of government offices. Each department will designate a nodal officer to update data on a centralized monitoring portal. Additionally, all districts were asked to transition to e-office systems by March 2025 to enhance efficiency and save time.
The Chief Minister also focused on financial fraud and human trafficking concerns. He instructed stringent action against illegal financial schemes and imposed restrictions on property registrations linked to fraudulent activities. Identifying and penalizing agents exploiting youth through illegal migration routes, such as the “donkey route,” was another critical directive, ensuring the protection of young individuals’ aspirations and futures.
The meeting concluded with a strong emphasis on collaboration and accountability, reiterating that the government’s ultimate goal is to deliver justice and improve the quality of life for all citizens. Chief Secretary Dr. Vivek Joshi, Chief Principal Secretary to the CM Rajesh Khullar, Principal Secretary Arun Kumar Gupta, Director General of Police Shatrujeet Kapoor, and other senior officials attended the meeting, reinforcing the collective commitment to these objectives.
