Haryana Gears Up for Lok Sabha Elections with Updated Voter Count
Chandigarh – With just a week left for the Lok Sabha elections in Haryana, the Election Department is fully prepared. Voting for all 10 Lok Sabha seats and the Karnal Assembly by-election is scheduled for Saturday, May 25. However, the updated voter count for these constituencies has not been made public yet. The detailed voter data is still not uploaded on the Chief Electoral Officer (CEO) Haryana’s official website.
On May 14, Haryana’s Chief Election Officer Anurag Agarwal released a press note stating that the total number of voters in Haryana is 2,01,87,911, including 1,06,52,345 males, 94,23,956 females, and 467 transgender voters. The number of service voters in the state was reported to be 1,11,058.
In a recent move, Punjab and Haryana High Court advocate and election analyst Hemant Kumar (9416887788) wrote to the Election Commission of India, CEO Haryana, and all 22 Deputy Commissioners (DCs) of the state, who also serve as District Election Officers (DEOs), requesting the latest voter numbers for all 10 Lok Sabha constituencies as of May 6, 2024. However, this information has not yet been made public.
The current available voter data is based on the qualifying date of January 1, 2024, and was published on January 22, 2024. At that time, Haryana had 1,98,34,602 voters. Compared to January 2023, when the total voter count was 1,96,58,234, there has been an increase of 1,76,368 voters over the past year.
According to the latest data released by the CEO, Haryana, the state now has a total of 2,01,87,911 voters, indicating an increase of 3,53,309 voters in the last four months since January 2024.
Regarding the Karnal Assembly seat, where incumbent Chief Minister Nayab Singh Saini is contesting as a BJP candidate, the updated voter count has not been disclosed. Hemant mentioned that as of January 22, 2024, Karnal had 2,56,557 voters. This number has likely increased in the past four months.
Hemant also explained that under the Representation of the People Act, 1950, new voters can be added to the electoral rolls until the last day of nomination filing, which is typically one week after the election notification is issued. This legal provision was reaffirmed by the Supreme Court in July 1977 in the case of Narendra Madiwalapa Khani vs. Manikrao Patil. However, according to an order issued by the Election Commission in 2009, administrative reasons allow for new voter registrations only until 10 days before the final nomination date. For Haryana’s Lok Sabha elections, this meant that new voters could register only until April 26, given that the final nomination date was May 6.
Based on the January 2024 data, the Gurugram Lok Sabha constituency is the largest in Haryana with 25,05,345 voters, followed by Faridabad with 23,60,983 voters. Karnal is the third largest with 20,78,007 voters, while Ambala ranks fourth with 19,78,278 voters. Other constituencies include Sirsa (19,24,259 voters), Rohtak (18,87,457 voters), Kurukshetra (17,81,095 voters), Bhiwani-Mahendragarh (17,98,796 voters), and Hisar (17,72,219 voters). The constituency with the lowest number of voters is Sonipat, with 17,47,463 voters.
Hemant highlighted that although the district’s name was changed from Gurgaon to Gurugram in 2016, it is still referred to as Gurgaon in the context of Lok Sabha and Assembly constituencies. The name will only be officially changed after the next delimitation process.
As of the final nomination date on May 6, 2024, it is expected that the voter count for all 10 Lok Sabha seats and the Karnal Assembly seat has increased, and Hemant has demanded this updated data be made public.
