Haryana Government’s Landmark Decision for Farmers and Small Traders: Launches Online Portal for Soil Use Permits
Chandigarh, July 17 – In a major move to benefit farmers and small traders, Haryana Chief Minister Mr. Naib Singh Saini launched the Mining and Geology Department’s portal kisan.minesharyana.gov.in, addressing long-standing issues related to soil disposal. This innovative portal will allow farmers and small traders to obtain soil use permits online, eliminating the need for time-consuming departmental visits. The Chief Minister announced this significant development during a press conference, emphasizing that this initiative will simplify the process, reduce bureaucracy, and provide much-needed relief to the agricultural community and small-scale businesses involved in soil excavation.
For years, farmers and small traders have struggled with the complexities of obtaining necessary permits for soil-related activities due to intricate departmental procedures. The newly launched portal aims to resolve these issues by offering a streamlined, user-friendly online process. Farmers can now obtain NOCs for field leveling and soil filling directly through the portal without incurring any fees, as the previously mandatory permit fee of Rs 200 has been abolished. This online system will significantly ease the burden on farmers, who previously had to navigate cumbersome paperwork and frequent trips to government offices.
Additionally, small traders engaged in the business of ordinary soil can now obtain excavation permits for up to 450 cubic meters online without the need for e-Ravana. Those needing to excavate larger volumes can also use the portal, though they will still require e-Ravana. This change is expected to boost small-scale enterprises by simplifying regulatory compliance and reducing operational hurdles.
One of the key highlights of this initiative is the empowerment of Gram Panchayats, which will now receive 50 percent of the royalty from soil excavation within their jurisdiction. This financial boost will enable Panchayats to fund local development projects, enhancing rural infrastructure and welfare. The requirement to obtain an NOC from the village Sarpanch or Gram Secretary ensures community involvement and oversight, fostering a sense of ownership and responsibility.
The Chief Minister also addressed the issues faced by Gram Panchayats during the construction of Johads or ponds, where soil disposal posed significant challenges. The portal will soon include provisions to streamline the process for excavating soil for these projects, further simplifying administrative procedures and facilitating timely completion of rural development initiatives.
Previously, obtaining soil-related permissions involved visiting the mining office and enduring a 45-day waiting period. The new portal will provide immediate relief from this complex process, offering swift permissions and reducing delays. This digital transformation is a testament to the Haryana Government’s commitment to leveraging technology for efficient governance and public service delivery.
The launch event saw the presence of key officials, including Chief Secretary Shri TVSN Prasad, Principal Secretary to Chief Minister Shri V Umashankar, Principal Secretary of Transport Department Shri Navdeep Singh Virk, Principal Secretary of Military and Paramilitary Department Vijendra Kumar, Commissioner and Secretary of Mining and Geology Department Shri TL Satyaprakash, Director General of Information, Public Relations, Language and Culture Department Shri Mandeep Singh Barar, Director General of Mining and Geology Department Shri K Makrand Pandurang, and Special Secretary of Monitoring and Coordination Dr. Priyanka Soni, highlighting the government’s united effort towards this transformative initiative.
