Chandigarh, February 27: Haryana Chief Minister Manohar Lal has asserted that the Haryana Kaushal Rojgar Nigam (HKRN) strictly adheres to the reservation policy for Scheduled Castes (SC) and Backward Classes (BC) in the deployment of manpower.

Key Highlights:

  • Reservation Compliance:
    • BC-A: 15.64% (against 16% reservation)
    • BC-B: 11.4% (against 11% reservation)
    • SC: 20.63%
  • HKRN’s Role:
    • Temporary employment in government departments
    • Facilitates employment in private sector
    • Portal integrated with HRMS for transparency
  • New Provision:
    • Departments must join selected candidates
  • Overseas Employment:
    • 219 youth selected for Israel
    • Salary: ₹1 lakh+
    • Insurance coverage

Reservation Policy:

The Chief Minister clarified that HKRN does not have any permanent recruitment, and the deployed manpower varies based on departmental requirements. Nevertheless, the government ensures compliance with the reservation policy, adjusting subsequent recruitments if the initial numbers fall short.

HKRN’s Functions:

HKRN plays a crucial role in providing employment opportunities to youth in both government and private sectors.

  • Government Sector:
    • Departments submit manpower requirements on the HKRN portal.
    • Merit-based selection of candidates.
    • Integration with HRMS ensures transparency and accountability.
    • New provision mandates departments to join selected candidates.
  • Private Sector:
    • HKRN provides a database of registered youth to private industries.
    • Industries select candidates based on their requirements.

Overseas Employment:

HKRN, in collaboration with the Department of Foreign Cooperation, facilitates overseas employment opportunities for youth.

  • Israel:
    • 8169 youth applied.
    • 1909 received skill training.
    • 219 selected.
    • Salary: ₹1 lakh+
    • Insurance coverage
