Haryana Sets the Stage for National Dialogue on Police Complaint Authorities

Haryana took the national spotlight today with a conference convened by its Police Complaint Authority. This gathering aimed to standardize the operations of such authorities across various states and foster in-depth discussions on crucial issues impacting law enforcement.

Chief Minister Manohar Lal Khattar, addressing the delegates, emphasized the need to enhance the efficacy of these complaint authorities. He stressed the importance of swift resolution of public grievances and improved coordination among law enforcement agencies. He declared, “Our goal is to pursue a fair path in addressing public concerns.”

Khattar acknowledged the initial challenges upon assuming office, highlighting the existence of complaints regarding non-registration of FIRs. In response, he proudly stated that directives were issued for mandatory FIR registration for every individual approaching a police station. Additionally, to address concerns about jurisdictional hurdles, he implemented the “Zero FIR” system, allowing complaints to be registered regardless of the location of the incident.

Speaking on police reforms, the Chief Minister highlighted the establishment of the Haryana State Enforcement Bureau to strengthen law enforcement capabilities, particularly in tackling financial irregularities like tax evasion, electricity theft, and illegal resource usage. He also emphasized the creation of the State Police Complaint Authority to address grievances related to police misconduct. This authority has already received approximately 2,000 complaints, demonstrating its significance in holding police accountable.

This conference marks a significant step towards standardizing police complaint authorities across India. It facilitates crucial dialogues on improving their efficacy, ensuring swift grievance resolution, and fostering better coordination between law enforcement agencies. By implementing initiatives like mandatory FIR registration and the State Enforcement Bureau, Haryana is setting a commendable example for other states to follow.
