Addressing the media representatives after the end of the winter session today on December 23, 2023, Honorable Speaker of the HP Legislative Assembly, Kuldeep Singh Pathania said that the fourth session of the fourteenth Legislative Assembly has been completed with complete success as expected. This is the 17th session organized in Tapovan and 18th in Dharamshala.
Pathania said that this session started on December 19, 2023 at 11 am. A total of 5 meetings were held in this session. The proceedings of the House lasted for about 33 hours and its productivity was 132 percent.
He said that on the first day of the session, the newly appointed Council of Ministers were introduced, and condolences were expressed towards Bal Krishna Chauhan. On the very first day, the election of the Deputy Speaker of the Legislative Assembly was completed with the consensus of both the parties, in which Honorable Member Vinay Kumar was unanimously elected the Deputy Speaker of the Legislative Assembly.
He said that in this session, 471 questions were asked by the honorable members to the government, in which 348 starred questions (online 286, offline 62) and 123 unstarred questions (online 109, offline 14), a total of 260 starred and 119 unstarred questions were asked during this session. Answers were provided by the government on the information received.
Pathania said that under Rule 61, four topics were discussed in detail in the House. Apart from this, there was meaningful discussion in the House on 5 topics under Rule 62 and 1 topic under Rule 63. Meaningful discussions were held on 5 topics under Rule 101, 2 under Rule 102, 7 under Rule 130 and 7 under Rule 324.
41 reports of the committees of the assembly were presented in the assembly. Apart from this, documents related to their respective departments were also placed on the table by the Honorable Ministers and important statements were also made. The reports of the Comptroller and Auditor General of India for the year 2022-2023 (Finance Accounts Volume-I and Volume-II) and (Appropriation Accounts) of the Government of Himachal Pradesh were also laid on the Table of the House.
Pathania said that we have completed 31 meetings in this calendar year. In the last session, 7 meetings were organized whose proceedings lasted for 36 hours 38 minutes and its productivity was 106 percent and in that session 739 information was received through questions from the honorable members.
Pathania said that the information received through questions from the honorable members was mainly about the situation arising out of recent heavy rains and natural disaster in the state, the efforts made by the government to deal with the disaster, the poor condition of the roads and Its restoration, DPR’s of approved roads, upgradation of colleges, schools, health institutions etc. in the state and filling up of vacant posts in various departments, tourism, gardens, revenue, supply of drinking water, prevention of increasing drug use among youth, increasing criminal cases. was based on solar energy, transportation systems. Apart from this, the honorable members also raised the problems of their respective constituencies prominently in the House and also received assurances from the government. During the session, I tried my best to ensure that the proceedings of the session were conducted in a cordial atmosphere.
After the completion of the proceedings of the House, The Speaker also thanked the Honorable Chief Minister, Leader of Opposition and the Deputy Chief Minister along with the Parliamentary Affairs Minister due to whom he was able to conduct the proceedings of the House smoothly. Along with this, he also thanked the Honorable Deputy Speaker of the Legislative Assembly, including the members, the Secretary of the Legislative Assembly and all the officers/employees, senior officers/employees of the State Government and the employees of Himachal Pradesh Tourism Development Corporation, who provided fresh and tasty food on time during the session.
Pathania extended advance greetings and eternal good wishes for Christmas and New Year to the state and countrymen and wished that the New Year be happy, prosperous and auspicious for all.
