Himachal Pradesh State Cabinet Meeting Highlights: Key Decisions and Approvals
The State Cabinet, chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, convened today to discuss and approve several important matters. The following key decisions were made during the meeting:
- Monsoon Session of Himachal Pradesh Vidhan Sabha:
- The Cabinet recommended the Governor to convene the Monsoon session of the Himachal Pradesh Vidhan Sabha from 27th August to 9th September 2024 in Shimla. The session will include 10 sittings.
- Creation of Police District Dehra:
- A new Police District Dehra will be created with its headquarters at Dehra.
- The Cabinet approved the creation and filling of 39 posts in various categories.
- Police Posts Dadasiba and Majheen will be upgraded to Police Stations under SDPO Dehra and SDPO Jwalamukhi, respectively.
- 17 posts for each Police Station will be created and filled to ensure full functionality.
- New Police Posts Jwalamukhi City and Moin will be created, each with six posts under Police Station Jwalamukhi and Dehra, respectively.
- Jurisdiction of Police Station Rakkar will be transferred from SDPO Jwalamukhi to SDPO Dehra.
- Market Intervention Scheme for Fruit Procurement:
- Approval was given for the procurement of apples, kinnow, malta, oranges, and mangoes at ₹12 per kg.
- Galgal will be procured at ₹10 per kg.
- Apple procurement will run from 20th July to 31st October 2024, mango from 1st July to 31st August 2024, and kinnow, malta, oranges, and galgal from 21st November 2024 to 15th February 2025.
- Education Sector Reforms:
- Government Primary Schools within a 2-kilometer radius and Government Middle Schools within a 3-kilometer radius with five or fewer students will be merged.
- 89 Government Primary Schools and 10 Middle Schools with zero enrollment will be closed.
- Teaching staff will be transferred annually at the end of the academic session.
- All teachers, including Head Teachers, Centre Head Teachers, Headmasters, and Principals, will be required to teach.
- Schools will hold a morning assembly with the national anthem, and High and Senior Secondary Schools will unfurl the national flag daily.
- Physical education will be a mandatory daily period, and training in CPR and First Aid will be provided in collaboration with the Health and Ayush Departments.
- New Administrative and Police Posts:
- SDPO office will be created at Dharampur in Mandi district, along with five posts.
- Six posts will be created for the newly opened SDPO office in Chuwari and 22 posts for the newly opened Police Station Sihunta in Chamba district.
- Six posts will be created for the newly opened SDPO Office Indora in Kangra district.
- Six posts will be created for the newly opened Police Station Bhoranj in Hamirpur district.
- 31 posts will be created for the newly upgraded Police Station Manikaran at Kasol in Kullu district.
- Recruitments and New Posts:
- 116 posts of Work Inspector will be filled in the Jal Shakti Vibhag through direct recruitment.
- 25 posts of Junior Technician (Work Inspector) will be filled in the Public Works Department.
- 21 posts of Civil Judges will be filled through direct recruitment.
- A Public Works Department Circle will be created at Dehra and a Public Works Department Division in Jwalamukhi, Kangra, along with 26 posts.
- A Division of Jal Shakti Vibhag will be created at Dharampur, and a new sub-division at Parwanoo in Kasauli assembly constituency of Solan district, with 17 posts.
- The jurisdiction of Subathu Sub Division will be shifted from Arki Division to Dharmapur Division.
- An Electrical Division will be opened at Haroli in Una district by reorganizing existing Divisions under Gagret and Amb Divisions, along with 13 posts.
- A Block Medical Office will be opened at Jaisinghpur in Kangra district with requisite posts.
- The Development Block Pragpur, Nagrota Surian, and Dehra will be reorganized to facilitate the local population.
- 16 posts in various categories will be filled in the Tourism and Civil Aviation Department.
- 10 posts of Treasury Officers will be created and filled in the Department of Treasuries, Accounts, and Lotteries.
- One post of Assistant Professor in Cardiology will be created at Dr. Rajendra Prasad Government Medical College, Tanda, Kangra, and six posts of Yoga Instructor at Dr. Radhakrishnan Government Medical College, Hamirpur.
- 8 posts will be created and filled for the Development Block Surani in Kangra district.
- Physical stamp papers available with stamp vendors will continue to be used for three months from 1st August 2024 as a one-time relaxation.
- Formation of Cabinet Sub Committees:
- Three Cabinet Sub Committees will be constituted:
- The first, chaired by Industries Minister Harshwardhan Chauhan with Revenue Minister Jagat Singh Negi and PWD Minister Vikramaditya Singh as members, will examine arbitration and court matters.
- The second, chaired by Technical Education Minister Rajesh Dharamani with Ayush Minister Yadvinder Goma as members, will examine issues of HPSEBL.
- The third, chaired by Education Minister Rohit Thakur with Technical Education Minister Rajesh Dharamani and Ayush Minister Yadvinder Goma as members, will examine matters of compassionate appointments.
- Three Cabinet Sub Committees will be constituted:
- Extension of MoU with Alliance Air Aviation Limited:
- Approval was given for the extension of the MoU with Alliance Air Aviation Limited for the operation of flights between Shimla-Dharamshala-Shimla (seven days a week) from 1st July 2024 to 30th June 2025.
