He described women and children as \u201cthe foundation of society,\u201d adding that strengthening families and communities begins with investing in their well-being.<\/p>\n\n\n\n<p>A major emphasis of the discussion was early childhood development, which the Chief Minister described as critical in shaping a child\u2019s long-term physical, emotional and intellectual growth. He directed the department to introduce structured developmental activities for children and monitor whether they are achieving age-appropriate physical and mental milestones.<\/p>\n\n\n\n<p>As part of this approach, Saini proposed organising baby shows and health competitions for different age groups of children across the state. Winning children would be recognised and rewarded, while families, community representatives and government officials would also participate in these awareness-oriented programmes. According to the Chief Minister, such initiatives could encourage mothers to become more conscious about child health and nutrition during the most formative years of a child\u2019s life.<\/p>\n\n\n\n<p>He observed that the first six years of a child\u2019s life are especially significant and often determine future health outcomes, learning capacity and overall development. Health experts have repeatedly highlighted that malnutrition, poor maternal care and developmental neglect during early childhood can have lasting consequences.<\/p>\n\n\n\n<p>The Chief Minister also linked women\u2019s empowerment directly to the creation of healthier families and stronger communities. He said quality education, healthcare access and awareness among women were essential for ensuring both social stability and child welfare. In this context, he directed the department to incorporate large-scale awareness campaigns for women into its future strategy.<\/p>\n\n\n\n<p>Recognising the challenges faced by working women, Saini announced that the government plans to expand support infrastructure across districts, including the establishment of working women\u2019s hostels and cr\u00e8che facilities for their children. Officials said the move is intended to support women entering the workforce while also ensuring safe childcare arrangements.<\/p>\n\n\n\n<p>Another significant focus of the meeting was Haryana\u2019s continuing efforts to improve its sex ratio, an issue that has historically remained a major social concern in the state. The Chief Minister instructed the department to prepare a dedicated awareness strategy aimed at improving the birth rate of girl children and surpassing the national average sex ratio of 933.<\/p>\n\n\n\n<p>Haryana has over the years struggled with gender imbalance due to deep-rooted social preferences for male children, although government campaigns and stricter monitoring mechanisms have shown gradual improvement in recent years. Officials believe sustained awareness efforts and community-level participation will remain essential in addressing the issue.<\/p>\n\n\n\n<p>The Chief Minister also directed officials to intensify screening for anaemia among women and children and ensure timely availability of nutritional supplements wherever required. He specifically instructed the department to provide enhanced nutritional support for breastfeeding mothers and children below the age of three, recognising the importance of maternal nutrition in child health outcomes.<\/p>\n\n\n\n<p>In a move aimed at creating measurable indicators of gender-based development, Saini proposed the preparation of a district-wise Women Empowerment Index for Haryana. The index, officials said, would help identify districts where women\u2019s welfare infrastructure and opportunities need greater policy intervention.<\/p>\n\n\n\n<p>The role of Anganwadi workers was also discussed extensively during the meeting. The Chief Minister stressed that frontline workers and helpers must receive specialised training to improve awareness outreach among women and families at the grassroots level.<\/p>\n\n\n\n<p>During the presentation, Women and Child Development Department Commissioner and Secretary Shekhar Vidyarthi informed the Chief Minister that Haryana currently operates 25,962 Anganwadi centres across the state. He noted that Anganwadi workers are increasingly required to upload and manage large amounts of digital data related to women and children\u2019s welfare programmes. To strengthen their efficiency, the department is preparing proposals to improve both their skills and access to technological resources.<\/p>\n\n\n\n<p>Senior officials including Chief Principal Secretary Rajesh Khullar, Chief Secretary Anurag Rastogi, Principal Secretary Arun Gupta, Director Dr Priyanka Soni and other senior administrators also attended the meeting.<\/p>\n\n\n\n<p>Political observers say the review reflects the Haryana government\u2019s attempt to align welfare governance with long-term developmental goals under the Vision-2047 framework.
