The Punjab and Haryana High Court later set aside the criminal proceedings, prompting the Chandigarh Administration to challenge that decision before the country&#8217;s highest court.<br><br>Hearing the matter, a Bench headed by the Chief Justice of India, along with two companion judges, made significant observations on the democratic nature of political protests. The Bench remarked that slogan-shouting and public demonstrations are a common feature of democratic societies and observed that such expressions, by themselves, are not unusual in a functioning democracy.<br><br>The Court also noted that the political circumstances have since changed, observing that the individual concerned now occupies a constitutional office and is expected to discharge those responsibilities accordingly. At this stage, the Bench indicated that it was not inclined to interfere with the High Court&#8217;s decision unless substantial legal grounds were presented.<br><br>Representing the Chandigarh Administration, the Additional Solicitor General informed the Court that the administration was facing certain technical issues relating to multiple petitions arising from separate High Court orders. He sought additional time to present the matter in detail and argued that the High Court had effectively undertaken an extensive examination of the evidence before setting aside the criminal proceedings.<br><br>The Supreme Court responded that it would consider the matter only if arguments were advanced on the legal merits of the case, rather than on procedural grounds. Accepting the request, the Bench adjourned the hearing for a later date.<br><br>The case has drawn attention because it concerns events that took place before the Aam Aadmi Party formed the government in Punjab. At the time, Bhagwant Mann was among the Opposition leaders participating in protests against rising electricity tariffs, an issue that had generated widespread political debate in the state.<br><br>Legal observers note that while the Supreme Court has not delivered a final verdict, its preliminary observations underscore an important constitutional principle\u2014that peaceful protest and political dissent remain integral to democratic life. At the same time, the Court has left the door open for a detailed examination of the legal issues if the Chandigarh Administration chooses to pursue its challenge on substantive grounds.<br><br>The matter will now be taken up at a later stage, when both sides are expected to present detailed arguments on the legality of the High Court&#8217;s decision to quash the criminal
