The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, approved a series of policy decisions on Monday aimed at strengthening affordable housing, improving government efficiency and enhancing financial accountability, as the state pushes ahead with its long-term Haryana Vision 2047 roadmap.<\/p>\n\n\n\n
Among the most significant decisions was a major concession for beneficiaries of the Pradhan Mantri Awas Yojana\u2013Urban (PMAY-U) 2.0, reducing the financial burden on economically weaker sections (EWS) purchasing homes. The Cabinet also approved the draft Haryana Local Audit Act, 2026, intended to modernise financial oversight of local bodies, while simultaneously directing all government departments to eliminate delays in public projects by ensuring optimal deployment of available manpower.<\/p>\n\n\n\n
The decisions reflect the government’s attempt to combine welfare measures with administrative reforms, focusing on faster implementation of development projects, improved governance and greater institutional accountability.<\/p>\n\n\n\n
For thousands of economically weaker families aspiring to own a house, the Cabinet approved a substantial reduction in stamp duty and registration charges under PMAY-U 2.0.<\/p>\n\n\n\n
The concession will apply to eligible residential units of up to 60 square metres purchased by registered EWS beneficiaries. Instead of paying the existing stamp duty and registration charges, beneficiaries will now pay a nominal \u20b9500 each towards stamp duty and registration fee on conveyance deeds.<\/p>\n\n\n\n
The move is expected to significantly lower transaction costs associated with home ownership and support the Centre’s flagship “Housing for All” mission by making affordable housing more accessible.<\/p>\n\n\n\n
Officials said that under the existing framework, Haryana levies five per cent stamp duty along with an additional two per cent surcharge on conveyance deeds, while registration fees are charged according to prescribed slabs, reaching up to \u20b950,000. Women buyers currently receive a two per cent concession on stamp duty.<\/p>\n\n\n\n
The newly approved relief substantially reduces this financial burden for eligible PMAY-U beneficiaries and is expected to encourage greater participation in affordable housing schemes across the state.<\/p>\n\n\n\n
Alongside housing reforms, the government has issued strong directions to all departments to ensure that development projects are completed on schedule.<\/p>\n\n\n\n
The decision follows concerns raised by Chief Minister Nayab Singh Saini during a recent review meeting, where several departments reportedly cited manpower shortages as the primary reason for delays in implementing government schemes and infrastructure projects.<\/p>\n\n\n\n
Taking serious note of these explanations, Chief Secretary Anurag Rastogi has directed all Administrative Secretaries, Heads of Departments and senior officers to undertake an immediate review of available human resources and deploy them more effectively.<\/p>\n\n\n\n
Departments have been instructed to optimise existing staff strength, undertake rational redeployment wherever required, recruit personnel through approved mechanisms and initiate regular recruitment wherever necessary.<\/p>\n\n\n\n
The government has made it clear that manpower shortages will no longer be accepted as a valid reason for delays in executing government programmes, development works or departmental responsibilities.<\/p>\n\n\n\n
Officials have been asked to assess staffing requirements well in advance and ensure that all projects are completed within prescribed timelines.<\/p>\n\n\n\n
The Cabinet also approved the draft Haryana Local Audit Act, 2026, creating a comprehensive legal framework to strengthen financial oversight of local authorities, autonomous bodies, institutions and public funds.<\/p>\n\n\n\n
The proposed legislation seeks to bring Haryana in line with several other states, including Tamil Nadu, Gujarat and Kerala, which already operate dedicated local audit laws governing the functioning of local fund audit departments.<\/p>\n\n\n\n
According to officials, the proposed legislation will provide the Local Audit Department with greater statutory authority to conduct independent audits, demand records from public institutions and enforce accountability for financial irregularities.<\/p>\n\n\n\n
One of its key provisions empowers the Director of Local Audit to issue surcharge notices directly against individuals found responsible for financial losses or irregularities during audits.<\/p>\n\n\n\n
The proposed law also seeks to protect the audit process from administrative or political interference, strengthen compliance with audit observations and establish statutory timelines for placing annual audit reports before the Haryana Legislative Assembly.<\/p>\n\n\n\n
Government officials believe the legislation will improve transparency in public spending while reinforcing financial discipline across local institutions.<\/p>\n\n\n\n
The Cabinet’s decisions collectively underline the Haryana Government’s broader governance strategy of combining social welfare with institutional reforms.<\/p>\n\n\n\n
While the relief under PMAY-U 2.0 aims to make affordable housing more accessible for economically weaker families, the directives on manpower utilisation are intended to improve the efficiency of public administration. At the same time, the proposed Local Audit Act seeks to establish a stronger legal framework for financial accountability and transparent governance.<\/p>\n\n\n\n
