Punjab Chief Minister Bhagwant Singh Mann has taken serious note of the violence and unrest at Lovely Professional University in Phagwara and directed the state police to take strict action against those found responsible for the incidents.

The Chief Minister has specifically asked Punjab Director General of Police Gaurav Yadav to visit the university personally and assess the situation on the ground. The direction comes after two days of intense student unrest that saw protests escalate into clashes, damage to property, attacks on police vehicles and disruption of traffic on National Highway-44.

The Punjab Chief Minister’s Office confirmed that Mann had ordered strict action against the culprits and instructed the DGP to personally review the situation at LPU. The DGP’s visit is aimed at assessing the security situation, reviewing the police response and ensuring that the investigation and further action proceed according to law.

The Chief Minister’s intervention comes at a time when the immediate situation at the university has begun to stabilise. Police officials said Monday that there were no fresh protests on the campus and that the situation had remained peaceful since the previous night. Large numbers of police personnel have been deployed at the university’s gates to prevent any further escalation.

Superintendent of Police (Investigation) Harinder Gill said the campus was peaceful and students had started leaving after the university announced the suspension of regular classes for 10 days. Students who wish to return to their hometowns have been advised to do so in consultation with their parents or guardians.

The university has suspended regular academic activities for 10 days with effect from September 28. It has also postponed the scheduled mid-term examinations until further notice. Students remaining on campus have been advised to stay inside their hostels or places of residence, avoid unnecessary movement and keep away from activities connected with the unrest.

The decision followed a prolonged period of tension after students began protesting over an allegation concerning the alleged sexual assault of a female student on the university campus. The allegation triggered widespread anger among students, but police have made it clear that the matter remains under investigation and that the facts have yet to be established.

An FIR has been registered against an unidentified person in connection with the allegation, while a Special Investigation Team has been constituted to investigate the matter. Police officials have said that the investigation will examine the available evidence before reaching any conclusion. Preliminary inquiries reported by The Indian Express were unable to substantiate the allegation at the location identified by protesting students, while three students present in the hostel room reportedly denied that such an incident had occurred.

The university administration has also rejected the allegation, describing it as false and fabricated, and has said it will cooperate fully with the police investigation, including providing CCTV footage and other material sought by investigators.

What has particularly concerned the state government, however, is the escalation of the protest into violence and destruction.

During the unrest, students allegedly damaged university property, shops and vehicles and blocked NH-44, one of Punjab’s most important road corridors. Police vehicles were also damaged and some vehicles and other objects were set on fire. The confrontation later intensified as police attempted to restore order and clear the highway.

The violence resulted in injuries to police personnel and prompted the deployment of a large police force around the university. A police flag march was also conducted as authorities sought to reassure students and residents and prevent further disturbance. According to officials, more than 2,000 police personnel were deployed to maintain law and order in and around the campus.

The Chief Minister’s directive therefore carries significance on two separate fronts.

First, the government has made it clear that any genuine criminal allegation must be investigated thoroughly and on the basis of evidence. Second, those who resorted to violence, damaged public or private property, attacked police personnel or disrupted a major national highway will also face legal action if identified and found responsible.

The government’s position is particularly important because the original allegation and the subsequent violence are two separate issues. A complaint or allegation must be investigated through due process, while protest, even when based on genuine concerns, cannot lawfully become an excuse for arson, vandalism or attacks on public servants.

The DGP’s visit is expected to provide the state’s top police leadership with a first-hand assessment of the security arrangements and the investigation. It also comes as the administration attempts to prevent rumours and misinformation from triggering another escalation on campus.

Police officials have appealed for calm and said that the investigation will establish the facts. The administration has also maintained a strong presence at the university gates, while the movement of students away from the campus has reduced the immediate pressure.

For thousands of students and their families, the priority now is the restoration of a safe academic environment. The 10-day suspension of classes and postponement of examinations have effectively given the university and authorities a window to bring the situation fully under control, complete the initial investigation and address legitimate security concerns.

The LPU episode has also highlighted the challenges faced by large residential universities when rumours spread rapidly through social media and student networks. In such circumstances, authorities have to balance the right of students to raise safety concerns with the need to prevent unverified claims from triggering panic and violence.

With the situation currently reported to be peaceful, the focus is now shifting from street confrontation to investigation and accountability. Chief Minister Bhagwant Mann’s directive puts the responsibility firmly on the police to identify those responsible for criminal acts, while the DGP’s visit is expected to strengthen the state’s direct oversight of the situation.

The immediate message from the Punjab government is clear: concerns raised by students will be dealt with through investigation, but violence and destruction will not be allowed to continue.
