Congress faces a bigger challenge: ending its internal power struggle before taking on AAP, BJP and SAD.

As Punjab moves towards the 2027 Assembly elections, political speculation is growing over whether the Congress high command could use Rahul Gandhi’s November 4 visit to the state to announce a major political homecoming involving former chief minister Captain Amarinder Singh, former Punjab Congress president Sunil Jakhar and other leaders who have left the party.

Such a development, if it materialises, could significantly alter the political calculations in Punjab. It would give Congress an opportunity to project a broader leadership base, reconnect with sections of its traditional support network and send a message that the party is preparing to consolidate its position before the electoral contest.

However, the possibility needs to be viewed with caution. There is no official confirmation of any reunion or agreement involving either leader. In fact, the public positions of the two leaders are quite different.

Captain Amarinder’s possible return: A door not entirely closed?

Captain Amarinder Singh’s political journey makes any possible return to Congress particularly significant. A former chief minister with decades of experience, he was once among the party’s most influential leaders in Punjab. His departure followed a prolonged confrontation with the Congress leadership, culminating in his resignation as chief minister in 2021. He subsequently formed the Punjab Lok Congress and later joined the BJP in 2022.

Recent political reporting has revived the possibility of his return. Congress leader and Punjab in-charge Sachin Pilot, when asked about the prospect, reportedly said that “anything is possible”. His remark has added to speculation, although it does not amount to confirmation that negotiations have reached an agreement.

A report by Deccan Chronicle in September also suggested that Congress was exploring the possibility of bringing Amarinder Singh and Jakhar back into its fold. It cited party sources who believed that the return of these experienced leaders could help restore a measure of organisational discipline. These remain reported political discussions, not an announced decision.

Sunil Jakhar’s position presents a different picture

The possibility of Sunil Jakhar returning to Congress appears considerably more complicated. Jakhar, who served as Punjab Congress president, left the party in May 2022 after differences with its leadership and joined the BJP shortly afterwards.

In September 2026, he publicly dismissed reports of his possible return, describing them as “false” and “baseless”. He reiterated his commitment to the BJP and questioned the Congress leadership, including its handling of internal issues. In remarks reported by NDTV, he also indicated that the doors for his return to Congress were closed.

This public rejection makes it difficult to treat his return on November 4 as a likely or settled development. Unless there is a significant change in his political position, the speculation surrounding Jakhar should be treated as just that—speculation.

Nevertheless, the political importance of his name cannot be ignored. Jakhar has experience in the Congress organisation, a recognisable political identity and an understanding of Punjab’s electoral landscape. His return, if it ever happens, would carry political and organisational implications beyond the symbolism of a former leader coming back.

November 4: Rahul Gandhi’s real political test in Punjab

Rahul Gandhi is scheduled to visit Sangrur on November 4 to launch the Congress campaign for the 2027 Assembly elections. The party has announced a ‘Hisab Maango’ rally, making the visit an important starting point for its campaign against the Bhagwant Mann-led AAP government.

The choice of Sangrur is politically significant. It is the home district and political stronghold of Chief Minister Bhagwant Mann, and the Malwa region has considerable influence over the outcome of Punjab elections.

Congress intends to raise issues including the drug menace, law and order, employment, farmers’ concerns and the performance of the AAP government. The rally is also expected to demonstrate whether the party can bring its senior leaders and workers together under a common campaign.

The November 4 programme, therefore, is more than a routine political gathering. It is an opportunity for Rahul Gandhi and the central leadership to establish the direction of the Punjab campaign and demonstrate that the party has learnt from its organisational setbacks.

Congress’s internal battle remains its biggest challenge

The irony is that Congress is preparing to challenge AAP while still struggling to manage differences within its own state unit.

The recent leadership tussle involving former Punjab Congress president Amarinder Singh Raja Warring and former chief minister Charanjit Singh Channi exposed the extent of factionalism. Several leaders had questioned the state leadership, and the dispute became serious enough to draw the intervention of the central leadership.

The appointment of Pargat Singh as the new Punjab Congress president was an attempt to reorganise the state unit and move beyond the prolonged confrontation. However, a change in the organisational leadership does not automatically resolve competing ambitions.

The Congress has several influential political centres, including Leader of Opposition Partap Singh Bajwa, Charanjit Singh Channi, Raja Warring, Sukhjinder Singh Randhawa and other senior leaders. Each has a political constituency and a different assessment of how the party should approach the next election.

Recent meetings involving AICC general secretary K.C. Venugopal, Sachin Pilot and senior Punjab leaders were aimed at projecting unity. Venugopal reportedly warned leaders to put aside factional differences and work collectively, making it clear that individual political ambitions would have to take a back seat until the party secured an electoral victory.

The central leadership has also indicated that Congress will contest the elections collectively without projecting a chief ministerial candidate in advance.

This is an important political decision. It is intended to prevent an early leadership contest from damaging the campaign, but it also leaves open the question of how competing ambitions will be accommodated after the election.

What could Captain Amarinder’s return give Congress?

If Captain Amarinder Singh returns, Congress could gain in several areas.

First, it would recover an experienced political figure who knows Punjab’s administrative and electoral landscape. His years in government and his earlier role in the party could help Congress reconnect with voters who still associate him with its previous political leadership.

Second, his return could help the party strengthen its presence among sections of voters who have moved away from Congress or become politically disengaged. His stature as a former chief minister would also give the party an opportunity to present a more experienced leadership team against AAP.

Third, a reunion could carry symbolic value. It would allow Congress to argue that the party is attempting to correct earlier mistakes and bring back leaders who once played a central role in its Punjab politics.

But the political value of his return would depend on the role offered to him. A senior leader returning without a meaningful organisational or campaign responsibility may not produce the desired electoral impact.

Would Jakhar’s return change the political equation?

Jakhar’s return would have a different significance. His political identity and organisational experience could help Congress strengthen its outreach among sections of Hindu voters and reinforce its presence in parts of the Malwa and border regions.

He has previously held the Punjab Congress president’s post and understands the party’s organisational structure. His return could also give Congress another experienced voice in its campaign against the BJP and AAP.

However, his public rejection of the return speculation is a major obstacle. Moreover, his return would raise questions about the political accommodation of existing leaders and the role he would be expected to play.

Congress cannot assume that bringing back a former state president would automatically strengthen its organisation. The party would have to establish a clear understanding about responsibilities, political space and the distribution of influence.

The gains: A stronger political message and wider leadership base

A successful homecoming of former senior leaders could offer Congress four major advantages.

A message of reconciliation: The party could project itself as an organisation capable of correcting internal mistakes and bringing experienced leaders together.
A wider leadership network: Former leaders could help expand the party’s outreach across different regions and voter groups.
A stronger challenge to AAP: Congress could use the experience and public profiles of its senior leaders to intensify its campaign on governance, employment, drugs and law and order.
– A psychological boost to party workers: The return of prominent figures could encourage cadres who have been discouraged by prolonged factional disputes and electoral setbacks.

In a closely contested election, organisational confidence and the ability to mobilise local networks can be as important as the public profile of a political leader.

### The possible losses: Old rivalries could return with greater intensity

There is, however, another side to this political calculation.

The return of Captain Amarinder Singh or Sunil Jakhar could create fresh tensions among leaders who have remained with Congress and are now expecting important roles in the 2027 campaign.

The most immediate question would be leadership. Who would decide the candidate list? Who would influence the selection of constituency-level candidates? Would returning leaders receive special authority? And how would the party balance the interests of its existing senior leaders?

These questions could become sources of fresh conflict.

Captain Amarinder’s previous departure also raises the issue of political trust. The party would need to ensure that a reunion is based on a clear understanding of responsibilities and long-term political commitment.

In Jakhar’s case, his public criticism of Congress would make reconciliation even more complicated. His return, if ever considered, would require political accommodation on both sides.

There is also a risk that the BJP could use such developments to accuse Congress of opportunism and political inconsistency. AAP, meanwhile, could argue that Congress is relying on former leaders rather than presenting a new and united political alternative.

Most importantly, a high-profile reunion cannot substitute for organisational strength. The party still needs a disciplined district-level structure, effective booth management, credible candidates and a common political message.

The 2027 contest: Congress needs more than prominent faces

Punjab’s next Assembly election will be a significant test for all major political parties. AAP will seek another mandate by defending its governance record and welfare programmes. Congress will attempt to regain power by highlighting the shortcomings of the ruling government and presenting itself as a credible alternative.

The BJP will look to expand its independent political base, while the Shiromani Akali Dal will attempt to rebuild its traditional support. Other political forces may also influence the electoral arithmetic in individual constituencies.

For Congress, the challenge is particularly important because it has to fight two battles simultaneously: one against its political opponents and another within its own organisation.

Rahul Gandhi’s November 4 visit could provide the party with a fresh opportunity to reset its campaign. But the real test will be whether the leadership can translate the public display of unity into sustained cooperation among its senior leaders.

The larger question: Will Congress choose reconciliation or risk another internal battle?

The speculation surrounding Captain Amarinder Singh and Sunil Jakhar reflects a larger concern within Congress: whether the party can rebuild its Punjab leadership by bringing back experienced political figures while retaining the confidence of those who have continued to work within the organisation.

Captain Amarinder’s possible return has received a fresh political opening through Sachin Pilot’s remarks, but there is no confirmed agreement. Jakhar, on the other hand, has publicly rejected the reports of his return.

Therefore, November 4 should not be treated as a confirmed date for a political homecoming. It is, however, an important moment for Congress to demonstrate whether it can overcome its factional divisions and prepare a united challenge for 2027.

If reconciliation happens on mutually acceptable terms, it could strengthen Congress. If it merely brings old rivalries back into the organisation, the party could find itself facing a bigger internal crisis just when it needs unity the most.

For Congress, the real political question is no longer simply who may return. It is whether the party can create enough space for its old leaders, current leadership and emerging faces to work together before Punjab decides its next government.**

Saptrishi Soni Speculation over ‘Ghar Wapsi’ gathers momentum, but political signals remain mixed; Captain’s return is being discussed while Jakhar has rejected the reports.
