Agriculture Department finds DAP, TSP, NPK, potash and pesticides at Bhucho Mandi premises; owner allegedly fails to produce purchase bills and stock records, samples to undergo laboratory testing**

A suspected stock of fertilisers and pesticides has come under the scanner of Punjab\u2019s Agriculture Department after an enforcement team inspected a warehouse in Bhucho Mandi, Bathinda district, and found several agricultural products along with unidentified substances stored in white bags. Nathana police have registered an FIR against the warehouse operator following a complaint by a departmental official, while the premises have reportedly been sealed pending further investigation.

The inspection was carried out on October 28 by Fertiliser Inspector Sukhpreet Singh and his team after receiving information about the suspected storage of agricultural inputs at a warehouse on the Bhucho Mandi\u2013Lehra Bega Road.

According to the complaint, officials found stocks of different fertilisers, including Di-Ammonium Phosphate (DAP), Triple Super Phosphate (TSP), NPK and potash, besides pesticides. Some unidentified material was also found stored in white-coloured bags. Empty fertiliser bags bearing the names of different companies were recovered from the premises, raising questions about the source and documentation of the stored material.

During the inspection, the departmental team asked the warehouse operator to produce purchase invoices, stock registers and other mandatory documents relating to the fertilisers and pesticides. However, according to the complaint, the operator failed to provide the required records at the spot.

The warehouse has been identified in media reports as belonging to M\/s SR Goyal Trading, whose owner, Vishal Goyal, has been named in the police case. The allegations against him are subject to investigation, and no conclusion has yet been established regarding the quality, authenticity or legal status of the entire stock.

Following the inspection, Fertiliser Inspector Sukhpreet Singh approached Nathana police seeking legal action. Police registered an FIR under Sections 7 and 8 of the Fertiliser Control Order, 1985, Sections 3 and 7 of the Essential Commodities Act, 1955, and the relevant provisions of the Insecticides Act, 1968. The investigation has been assigned to Inspector Jagdeep Singh.

The Agriculture Department is also preparing to collect samples of the fertilisers in the presence of senior officials and send them to a laboratory for examination. The test results will help establish whether the products meet prescribed quality standards and whether any violations concerning their composition or sale have taken place. The pesticides will also be examined under the applicable regulatory provisions by the concerned departmental authorities.

The case has drawn attention to the importance of monitoring the storage and distribution of agricultural inputs, particularly fertilisers and pesticides that directly affect farmers, crop production and soil health. Unauthorised storage, improper documentation or the circulation of substandard agricultural products can expose farmers to financial losses and affect agricultural productivity.

For now, the police investigation and laboratory examination are expected to establish the origin, quality and regulatory status of the material found at the Bhucho Mandi warehouse.
