This decision, notified on August 21, has opened doors for many of these officers to become eligible for postings as Deputy Commissioners (DCs) across the state, sparking a strong race for these prestigious positions.

Batch Year Allotment of Newly Promoted IAS Officers

The batch year allocation is considered crucial, as it determines not only seniority but also eligibility for key postings. According to the DoPT notification:

Vivek Padam Singh – IAS Batch of 2014
Dr. Munish Nagpal – Batch of 2016
Mahender Pal, Sat Pal Sharma, Sushil Kumar-1 – Batch of 2017
Varsha Khangwal, Virender Singh Sahrawat, Satyender Duhan, Manita Malik, Satbir Singh, Amrita Singh, Yogesh Kumar, Vandana Disodia – Batch of 2018
Jaideep Kumar, Sanvartak Singh Khangwal – Batch of 2019

With these allotments, most of the officers are now considered eligible to be appointed as Deputy Commissioners, the top administrative heads of districts.

Advocates Weigh In: DC Post Seen as First Major Milestone

Administrative affairs expert and Punjab & Haryana High Court advocate Hemant Kumar explained that for any officer elevated to the IAS—whether by direct recruitment through UPSC, promotion from State Civil Services (SCS/HCS), or through the non-SCS quota—the first aspiration is often to become a Deputy Commissioner. The post of DC remains the most sought-after and symbolic assignment in a bureaucrat’s career.

Hemant added that under the current system, IAS officers up to the 2018 batch are already eligible to serve as Deputy Commissioners in Haryana. With this fresh allotment of batch years (2014–2019), many of the promoted officers will now enter the pool of eligible candidates. Reports suggest some may already be lobbying for DC posts.

Current Scenario: 17 Districts Headed by Direct IAS, 5 by Promoted IAS Officers

A study of official records by Hemant Kumar reveals the present composition of Haryana’s district leadership:

Out of 22 districts, 17 are headed by directly recruited IAS officers** through UPSC.
Only 5 districts currently have Deputy Commissioners promoted from HCS or selected via the non-SCS quota**.

This marks a reversal from earlier trends, when promoted officers dominated DC postings.

District-Wise Details of Current DCs in Haryana

Districts with HCS/Non-SCS Promoted IAS as DCs:

Sonipat – 2012 batch Sushil Sarwan (Promoted from HCS)

In a significant development within Haryana’s administrative circles, as many as 15 Haryana Civil Services (Executive Branch) officers** recently promoted to the Indian Administrative Service (IAS) have now been allotted their batch years by the Department of Personnel and Training (DoPT), Government of India.
