Naib Singh Saini to Take Oath as Haryana Chief Minister for the Second Time on October 17: A 15-Year Political Journey
Chandigarh—Naib Singh Saini, who first became the Chief Minister of Haryana on March 12, 2024, is all set to take the oath for the second time in a grand ceremony in Panchkula on Thursday, October 17, 2024.
In the recent elections to form the 15th Haryana Legislative Assembly, the Bharatiya Janata Party (BJP), which has been in power for the past 10 years, secured an impressive 48 seats, securing a clear majority in the 90-member state assembly. On October 16, 2024, the newly elected BJP legislators unanimously chose Naib Saini as their leader, paving the way for him to resume his role as the Chief Minister.
On October 16, the Haryana Cabinet Secretariat, under the General Administration Department, issued a gazette notification. The notification mentioned that Haryana Governor Bandaru Dattatreya had accepted the resignation of Naib Saini and his entire council of ministers, which they had submitted via a letter. The Governor has requested Saini to continue as the caretaker Chief Minister until the new government is formed, and Saini has accepted this request.
The 14th Haryana Legislative Assembly was dissolved early on September 12, 2024, making Naib Saini the caretaker Chief Minister from that date, he had not formally submitted his resignation to the Governor at that time. Nevertheless, Saini has been serving as the caretaker CM since then. Now, on October 17, the Governor of Haryana will formally appoint Naib Singh Saini as the Chief Minister under Article 164(1) of the Constitution of India and administer the oath of office and secrecy. Following this, the Haryana Cabinet Secretariat will issue a fresh notification confirming Saini’s appointment as Chief Minister. Subsequently, based on Saini’s advice, the state will issue separate notifications for the appointment of one or more Deputy Chief Ministers, Cabinet Ministers, and State Ministers.
Advocate Hemant also pointed out an interesting fact: Naib Saini, after former Chief Minister Om Prakash Chautala, has become the second Chief Minister of Haryana to be elected as an MLA from three different assembly constituencies, namely Narayangarh (Ambala district), Karnal City (Karnal district), and Ladwa (Kurukshetra district). Additionally, Saini has served a term as a Member of Parliament representing the Kurukshetra Lok Sabha seat. Om Prakash Chautala, on the other hand, had been an MLA from five different assembly seats during his political career.
Exactly 15 years ago, in October 2009, during the general elections for the 12th Haryana Legislative Assembly, Naib Saini contested his first-ever election. Representing the Bharatiya Janata Party (BJP) from Narayangarh constituency in Ambala district, he managed to secure only 8,082 votes, accounting for just 6.96% of the total votes. Due to the low vote share, he even lost his election deposit and finished in fifth place. Congress leader Ram Kishan won that election.
However, five years later, in October 2014, Naib Saini contested again from the same Narayangarh constituency on a BJP ticket and defeated Congress candidate Ram Kishan by a significant margin of 24,361 votes. This victory earned Saini his first term as an MLA, with 39.79% of the vote share. In July 2015, nine months later, Saini was appointed Minister of State in the first BJP government of Haryana led by Manohar Lal Khattar. He held this position until June 2019.
In May 2019, Naib Saini contested the general elections on a BJP ticket from the Kurukshetra Lok Sabha seat and defeated Congress candidate Chaudhary Nirmal Singh, who was recently elected as an MLA from Ambala City, by a staggering margin of 3,84,591 votes, securing his first term as a Member of Parliament.
In October 2023, Naib Saini was appointed the state president of the Haryana BJP. On March 13, 2024, he was elevated to the post of Chief Minister of Haryana. In June 2024, he contested the Karnal Assembly by-election and won by a margin of 41,540 votes, defeating Congress candidate Trilochan Singh with 62.43% of the vote share. Most recently, in the Haryana Assembly elections, Naib Saini contested from Ladwa constituency in Kurukshetra district and won with 46.4% of the vote share, defeating Congress candidate Mewa Singh by a margin of 16,054 votes.
