Dr. Sumita Mishra, Additional Chief Secretary of the Home Department, shared that the state government is working on strengthening the necessary infrastructure and human resources to fully implement the provisions of new criminal laws in the state. She mentioned that Haryana is rapidly progressing towards becoming the first state to fully apply these laws, thus ensuring justice and better law enforcement.
Dr. Mishra further explained that the establishment of NFSU in Haryana would be a major step forward, especially with the introduction of new criminal laws under the Indian Penal Code (BNS). The university will offer advanced education in judicial sciences and forensic techniques, equipping students to contribute significantly to law enforcement and legal proceedings. She also pointed out that the state government is focusing on modernizing forensic equipment, building capacity, and upgrading infrastructure. In line with these efforts, the government has approved the construction of 17 new forensic science units and nine toxicology divisions, in addition to allocating Rs 68.7 crore for modern equipment procurement for Haryana’s Forensic Science Laboratory (FSL).
In terms of human resources, the state has significantly expanded its workforce in forensic services, with the number of approved positions increasing from 351 to 599, a 70.7% rise, and the number of deployed officers rising by 104.8%. The recruitment process for the 257 newly created positions is currently underway. These initiatives have contributed to the state’s improved forensic capabilities, enhancing the efficiency and accuracy of forensic investigations.
The upgraded state forensic science laboratories, particularly in regions like Faridabad, Karnal, Dabwali, Fatehabad, Kurukshetra, Sirsa, and Rewari, have shown exceptional results in providing rapid DNA and forensic reports, which have played a crucial role in improving conviction rates. As a result, Haryana’s conviction rate has increased to over 75%.
