This visionary approach aims to transform every facet of the justice delivery system, from initial policing and thorough investigation to streamlined prosecution and efficient courtroom procedures. Dr. Sumita Misra, the Additional Chief Secretary for the Home Department, lauded Haryana’s model, describing it as “holistic and technology-driven,” a testament to its comprehensive scope and progressive methodology. The scale of this transformation is evident in the fact that over 54,000 police personnel have undergone rigorous training in the intricate provisions of the new Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA), ensuring a well-versed and legally compliant force.
The state’s commitment to digital policing is reflected in the successful implementation of innovative initiatives such as eSummon and eSakshya. The eSummon system has revolutionized the issuance of court summonses, with an astounding 91.37% now being delivered electronically, drastically reducing delays and improving efficiency. Concurrently, the eSakshya platform ensures that 100% of searches and seizures are digitally recorded, enhancing transparency and accountability in investigative processes. Beyond digitalization, Haryana has made monumental strides in expanding its forensic capabilities. Mobile forensic vans, equipped with advanced tools, have been strategically deployed in all districts, bringing state-of-the-art forensic analysis closer to the scene of crime. This is complemented by significant investments in advanced cyber forensic tools, crucial for tackling the complexities of modern digital crimes.
The judiciary’s efficiency has also received a substantial boost. Fast Track Special Courts operating under the Protection of Children from Sexual Offences (POCSO) Act are ensuring the expeditious trial of sensitive cases, providing timely justice to victims. Furthermore, a progressive reform allows witness examination to be conducted at designated locations via secure video conferencing, significantly enhancing convenience and security. This includes exclusive facilities specifically designed for women and vulnerable witnesses, safeguarding their privacy and well-being during legal proceedings. These comprehensive reforms collectively portray Haryana as a beacon of modern justice delivery, integrating technological advancements with human resource development to create a more efficient, transparent, and equitable criminal justice system that can serve as a blueprint for other states across the nation.
