In a significant move aimed at protecting parents from what it describes as arbitrary fee hikes by private educational institutions, the Punjab Government has announced a comprehensive policy framework to regulate school fees across the state. The decision is being viewed as one of the most far-reaching interventions in the private education sector in recent years.
Chief Minister Bhagwant Mann stated that the government is committed to ending what he termed the unchecked commercialisation of education and ensuring that parents are not burdened by unreasonable annual fee increases.
Under the proposed framework, private schools in Punjab will be allowed to increase fees by a maximum of five percent annually. The state government also plans to introduce legislation in the Punjab Legislative Assembly to provide a legal framework for fee regulation and enforcement.
Addressing concerns raised by thousands of parents across the state, the Chief Minister said that education should remain a means of building the future of children and not become a source of financial distress for families. He maintained that several parents had repeatedly complained about steep and unexplained fee hikes, additional charges and various compulsory payments imposed by private institutions.
One of the most notable provisions announced by the government is the requirement for schools to refund excess amounts collected beyond the prescribed limits. According to the proposed policy, institutions that have increased fees by more than 15 percent over a three-year period may be required to return the excess amount collected from parents.
The government has also indicated that strict action will be taken against institutions found violating the new regulations. Penalties may include financial fines and, in serious cases, cancellation of school registration. Officials believe that such measures are necessary to ensure compliance and discourage future violations.
The announcement comes amid growing public debate over the rising cost of private education. Parents’ associations and education activists have repeatedly demanded greater transparency in fee structures, arguing that many schools have been increasing charges without adequate justification.
The Chief Minister said the state government intends to establish a system that balances the interests of educational institutions with the financial realities faced by families. He emphasised that while schools have operational expenses and infrastructure requirements, these factors cannot be used as a justification for excessive fee increases.
The proposed legislation is expected to create a transparent mechanism for determining permissible fee revisions and resolving disputes between schools and parents. Officials are reportedly studying regulatory models adopted in other states before finalising the law.
The government also criticised previous policy decisions that allegedly provided greater flexibility to private institutions in determining fee structures. According to the state administration, the new approach seeks to place students and parents at the centre of the education system while ensuring accountability among educational institutions.
Education experts believe the move could have a significant impact on the private school sector in Punjab. While many parents have welcomed the announcement, private school managements are likely to seek detailed consultations regarding implementation, operational costs and regulatory procedures.
Political observers describe the decision as a major welfare-oriented initiative that could resonate strongly with middle-class and lower-middle-class families, many of whom have been struggling with rising educational expenses in recent years.
With the government preparing to bring a dedicated law before the Assembly, the coming months are expected to witness intense discussions between policymakers, school managements, parents’ bodies and education experts. If implemented effectively, the new framework could reshape the regulation of private education in Punjab and provide long-term relief to thousands of families across the state.
